Raphael Dutra is the Founding Partner of PDK Advogados and leads the Privacy, Data Protection, and Information Security practice. He has extensive experience advising Brazilian and international companies of all sizes on issues related to emerging regulations and technology.

Committed to innovation and governance, Raphael founded PDK Advogados with the goal of delivering intelligent legal services and generating tangible results for clients, partners, and the community.

He has broad expertise in structuring and managing Data Protection Officer (DPO) activities, leading teams and handling processes related to technological corporate risks. Raphael advises high-level and complex public and private entities across various economic sectors and geographies. Prior to founding PDK, he was a Partner in the Privacy and Data Protection practice at ECIJA, a leading Spanish firm recognized worldwide in TMT (Technology, Media, and Telecommunications).

Raphael holds a law degree from Universidade Cândido Mendes and a postgraduate specialization in Digital Law and Compliance from Instituto Damásio de Direito – IBMEC/SP. He is also specialized in Information Security Management and Technology by IDESP/DARYUS and in Privacy and Data Protection by Data Privacy Brasil. Additionally, he completed a course in Startup and Entrepreneur Law at Fundação Getúlio Vargas (FGV) in Rio de Janeiro.

He is certified by the International Association of Privacy Professionals (IAPP) and has been a member of CDTII – the Information Technology and Innovation Law Committee of the Brazilian Bar Association, Rio de Janeiro Section. He is currently a member of the Corporate Investigations Committee of the Brazilian Bar Association, where he has also served on the Law, Technology, and Innovation Committee.
