With over 20 years of experience as both a lawyer and executive, he has advised national and international organizations with a focus on corporate, contractual, and regulatory matters tailored to each sector—particularly in Telecommunications and Technology.

Rafael holds a law degree from the State University of Rio de Janeiro (UERJ), is a specialist in Digital Law, and has an MBA in Business Management, Finance, and Value Generation from PUC-RS. He has extensive experience in negotiation processes across both the private and public sectors and has played a prominent role in the institutional representation of companies from various industries.

He is a member of the Corporate Investigations Committee of the Brazilian Bar Association (OAB), where he has also served as Chair of the Telecommunications Law Committee and Vice-Chair of the Committee on Law, Technology, and Innovation. He is the author and editor of several eBooks and articles on telecommunications, technology, and business law.

Recently, Rafael became a member of the first Telecommunications Regulatory Committee established by FGV Direito Rio, one of Latin America’s most respected academic and research institutions. The committee provides a neutral and intellectually rigorous space to debate emerging issues, promote best practices, and foster development in the telecommunications and information technology sectors.
